R055: Competitive thresholds #87

Similar to open-contracting/bi.open-contracting.org#121, I need to know competitive thresholds to calculate the indicator.

In Ecuador the thresholds depend on the procurement category (standardized and not standardized goods and services, works and consulting) and the procurement method. Here is the detail and in xlsx format Montos-de-contratación-2024_vf.xlsx

In the OCDs dataset there are the following open methods, using tender/procurementMethodDetails:

Procurement method details procurement category threshold
open Concurso publico these methods are exclusive for consulting > 499452,3
open Cotización goods and services > 66593,64 and < 499452,3
open Cotización works > 499452,3
open Licitación goods and services > 233077,74 and < 998904,6
open Licitación works > 998904,6

There is also Licitacion de Seguros, however this does not have a specific threshold. I will also ask SERCOP for the list of standardized goods and services that are available in Catalogo electrónico.

For R055 the methodology is to raise the flag if the sum of the directly awarded amounts for the same buyer and supplier is higher than the "threshold for open procedures", but there are different thresholds depending on the procurement method. We agreed with @Camilamila that we can use the lower threshold.
