I've only changed open codelist values, as closed codelist values don't seem to make it to the UI. The test data in this PR can be used to check that.

As we only have 1 major version, left link to latest for now - when there are more than one major version it'll probably need tweaking anyway.

Thank you! I added closed codelists to the template, so updated the code.
