Add more details on data transformation and access (provenance) #284

For a user, it wasn't clear that:

1) We use compiled releases 2) How do we access the data, and if we do additional transformations

For 1) we mention compiled releases only on the main page https://data.open-contracting.org/, but I guess some users won't start their journey from that page but directly from a publication page

For 2) I think we don't mention or reference Kingfisher Collect anywhere. We could add a link to the respective Kingfisher Collect spider code as part of each publication

We also sometimes get questions about the code to collect the data (that question from the UK user), so we can also link to Kingfisher Collect and its documentation.
