Update instructions to only push recent versions of extensions to Transifex #26

The ocds-extensions-translations repo can still have po files for all versions, but we don't need to add old versions to Transifex, since almost no users (per Google Analytics) access them.

OCDS 1.1 on its own has over 50k words, so we're on the 250k words plan (of which we use 150k).

Since we have a lot of room, I'll close this. We can revisit when needed.
