partyRole.csv: Rename 'administrativeEntity' to 'managementContractor' #126

I think this will require discussion with CoST to understand whether this is an appropriate substitution.

In particular, this will include understanding whether this field in the IDS is ever used to disclose the name of a public entity, in which case I don't think we should use 'managementContractor', since my understanding of the term 'management contractor' is the same as that given in the PPP Knowledge lab, i.e. referring to a private company taking on management of the project.

Unfortunately the draft definition for 'Contract Administrative Entity' in CoST's Guidance Note 9 doesn't shed much light:

Enter name of the organisation carrying out the contract administrative entity if different from the Procuring Entity

Given timescales I'd suggest this is left out of a milestone for now. If we decide to do another release before 1.0 then it can be addressed as part of that, otherwise we can address it in 1.0.

Sounds good. I'll put it in 1.0, and if we decide to do another one before 1.0, we'll be reviewing all the issues in 1.0 anyhow to check if any fit.
