I remember that there was some discussion about the preferred expansion during the initial development of OC4IDS. If I remember correctly, "Open Contracting for Infrastructure Data Standards Toolkit" was chosen.

I think it should be "Open Contracting for Infrastructure Data Standard" because that is the name by which it is most commonly referred and because I think the other options are confusing to readers. However, I think this should probably be agreed between CoST and OCP before we make any changes.
