There are several fields specific to PPP arrangements (e.g. stepInRights
). We can consider instead a new extension, which might introduce a 'superclass' of the Finance object, with fewer properties. (Alternately, we can name the new definition Finance
, and have the existing extension extend it….)
A similar need came up in Belarus where the following additional fields were added:

Helpdesk feedback was to provide this information in planning/budget/description
Noting that the finance extension was designed to represent individual financing agreements related to funding a PPP project (my understanding is that basically means funding arrangements for the company set up for the project), hence why few of the other fields in the finance extension are applicable to the use case of describing whether the funding for a procurement is from public, private or donor funds.
On that basis I think we should also consider whether a simple codelist field added to either planning/budget
, tender
and/or contract
would be a better solution that adapting the finance extension.
Belarus actually has more detail than stated above on the finance source for contracts, with the following codelist for financeSource

Seems like we might use a pattern like financeType
and financeTypeDetails
.
We should also add an example of how to use the extension for a process outside PPPs and in the planning section. (CRM-7129)
The financeType.csv codelist should have options for public/government funding and for donor funding. If the donor is known to be a bilateral or multilateral organization, then those codes can be used, but if not, we need a more generic code.
