Add crawler for Extension Explorer #2

ocdsindex.extract.extract_extension_explorer is stubbed. Need to write its code. Using the extensions.json file, we would create one document per readme file, in each language, and only for the latest version of each extension.

[ ] Update CLI method
[ ] Add tests
[ ] Update docs
