Add ReadTheDocs, with autodoc library methods #89

It isn't clear from the current docs that OCDS Kit can be used as a library (#88). Can also have separate pages for OCDS-specific and schema-agnostic commands. Move changelog to docs as well.

Can copy boilerplate from extension_registry.py repository.
