We could add to the on: clause: paths-ignore: [ "docs/**" ] However, there about over 80 workflow files across all our repositories.

Docs-only pushes are relatively rare. They are mostly done by me, in which case I don't create a PR – so there's no waiting for the tests to finish.
So, until we have another change we want to make across all workflows, I'll close this issue.
