Organization (suppliers) registration and creation dates #1547

Mexico wants to disclose two dates related to suppliers:

This information could be published as a local extension or in a separate supplier dataset. However, I'm opening the issue here in case other jurisdictions are interested in publishing this information.

Creation date: Use foundingDate on the Organization.

Registration date: So this is a fact about the registration/identifier, rather than the organization directly. They can do parties.identifier.issued or parties.additionalIdentifiers.issued depending where they are putting the supplier registry identifier. (To conform to OCDS style, issued from Dublin Core can be renamed dateIssued, which is what Schema.org uses for another concept.) Based on https://www.w3.org/TR/vocab-regorg/

I think this is a good case where OCDS is not really responsible for these concepts, but there are other standards relating to organizations that provide appropriate fields.
