Move bids/statistics to top level Statistics array #1561

Mentioned in https://github.com/open-contracting/european-union-support/issues/116#issuecomment-1292297971 as part of the work mapping the new EU eForms. For eForms there is a need to map statistics that relate to complaints as well as to bids.

Note: Merging bids into OCDS is moved to 1.3 (#1179).

We could edit the extension as in the issue title, but I think it's a substantial change that should also wait for 1.3.
