Using JATS as case use illustration... #216

"JATS" is the NISO's Journal Article Tag Suite, the main standard to open science data on scientific literature... And perhaps is a good "reference model" for some XML (or RDF mapping) structures, usual in post-contract monitoring documents, etc.

Typical example: <funding-group>... I am imagining that JATS users can understand better Open Contracting Reference Structure (OCRS) if there are a "mapping JATS to OCRS" illustration.

As mentioned in #215, our focus is primarily on the meta-data around contracting processes, and pointing to documents, rather than marking up those contract documents themselves - so I'm not sure how JATS would fit with the current focus of OCDS.

However, if I'm missing something here please do provide a more worked up user story or example of how this could be useful and who to.
