GPA alignment of open codelist definitions

I put together this spreadsheet mapping GPA terms and definitions to OCDS definitions. We may want to pursue closer alignment where possible.

The alignment of codes in the following closed codelists can be explored as part of OCDS 1.1.2:

• procurementCategory
• method

As for the codes in open codelists, I'll also note any differences from the OCDS or EU e-Procurement Ontology glossaries.

• submissionMethod 'electronicAuction':
  • See #322 for broader discussion
• documentType 'tenderNotice':
  • See #714
• documentType 'technicalSpecifications':
  • The GPA text expands on "Detailed technical information" in the OCDS text.
  • The OCDS and ePO glossaries have no entries for this.
  • Proposal: We'll adapt the GPA text.
• partyRole 'procuringEntity':
  • The GPA definition is somewhat circular (makes sense in context).
  • The OCDS glossary makes small stylistic changes.
  • The ePO glossary uses this term in definitions, but doesn't define it. My understanding of EU procedures is that no distinction is made in the current forms between procuring entity and buyer.
  • Proposal: Adopt the OCDS glossary, for consistency.
• partyRole 'supplier':
  • The GPA text includes both actual and potential suppliers ("provides or could provide") whereas the OCDS text includes only actual suppliers ("awarded or contracted"), which is preferred in the context of a contracting process. The GPA text is explicit about including both persons and groups of persons, whether natural or juridical. The broad "entity" in the OCDS text captures all without verbosity.
  • The OCDS glossary distinguishes natural and juridical persons, though clumsily ("person or legal entity"), uses "goods" from the procurementCategory codelist rather than "supplies", but uses "supplies" as a verb in the definition of the noun "supplier", and loses the clarity of "awarded or contracted" from the OCDS text.
  • The ePO glossary uses the term in the definition, so is not a definition…
  • Proposal: Use "goods" instead of "supplies". Use "An" instead of "The".
