The .travis.yml file does more testing than any individual extension author is likely to write.
The tools directory has no examples of what could possibly go in there.
None of the existing extensions uses either directory.
If we expect people to write tests or tools and want to keep these files, it may be worthwhile to come up with realistic examples.
