Update design phase names #231

Based on internal conversations at Bocoup, we now have consensus on the names of each phase in the design process. Define remains the same, but the following will be updated in the markdown files (as well as the phases toggle on the home page.

Discover will be updated to Explore Design will be updated to Make Develop will be updated to Validate
