Here are two directions that we could go:
A list of all the tools that exist (something simple and wikipedia-esque - broken out by filters like ... open source, free, subscription etc.
A set of reviews talking about what tools are available out there in the world. Something like what @lyzadanger created for Web Connected Devices
In either case we should have some language explaining that we aren't endorsing one tool over the other. Additionally, it would be super rad to eventually link to tool types from method pages so that we don't have to do the tedious task of suggesting all the potential tools for affinity diagrams (for example).
I'd love to do a synchronous card sort on tools content. It makes sense to do this part of the design collaboratively. We can't really design a page without a better idea of the content. I'd like to see a list of tools with some listed strengths and constraints.

This wouldn't be hard to do, creating a new blank page doesn't take long, but it's more knowing what to put on it and how that information should be laid out that is the work.
