Transmitter PDU fixes for modulation and antenna patterns (DIS 7) #128

according to IEEE Std 1278.1™-2012 section 7.7.2 subsection "g","j","r","s" the Transmitter PDU the modulation parameters, antenna patterns and counters for these are incorrect in the transmitter pdu. Also the transmitter pdu has a list variable transmitter parameter records and should be added.
