[P2] Consider disabling Mythron rarity cards #184

Summary

I know the README & roadmap say we don't plan to make balance changes, but I think we should consider just this one. One of the most common complaints after the Trials of Mythron expansion was "Remove Wanderer", which is one of the Mythron rarity cards added in 1.95.

I won't make this change without some sort of consensus, but wanted to open the issue to start tracking a discussion around it.

We can start by making a config option / feature flag for this which corresponds with an environment variable.

Since we're focused on a reference implementation, and some players do enjoy these cards, I'm closing this issue for now.
