Explicitly set block device configuration in launch template #197

Summary

Tried to reduce the block device size, but ran into the issue from #196. Committing some minor changes for now.

Infrastructure changes (.github/, terraform/, etc.):

Switches from the gp2 EBS disk type to gp3, which is 20% cheaper
Caps our IOPS at 3000 and our Throughput at 125 MB/s to avoid overage charges
Ensures volumes are deleted when instances are terminated

Testing

Have you have tested your changes in the following scenarios? Feel free to check off scenarios which don't apply.
