I thought there was an <ornament> tag, but it looks like this no longer exists in the most recent TEI spec.

I posted about this in TEI-L, and there's an interesting discussion about it there. I'm going with <milestone unit="section" rend="asterixes"><l> * * * </l></milestone> for now.
