Add information about the persistence of identifiers to the spec #123

Implicitly we trust that identifiers for entities in the OOAPI are persistent. E.g. you expect that a specific UUID identifying for example a course you receive today, to still identify the same course as long as information about that course exists.

However this is not stated explicitly in the specification. Something we should add?
