Change enum QualificationAwarded in Program #136

The enum for QualificationAwarded in Program is not compatible with "referentielijst titulatuur HO". This list is available via https://wetten.overheid.nl/BWBR0018486/2016-09-01#Bijlage. Request to adopt that list within the OOAPI.

This list should also be checked against the RIO enumerations for niveaus HBO-AD, HBO-BA, HBO-MA, HBO-PM, HBO-O, WO-BA, WO-MA, WO-PM, WO-O
