Submission Service: submit marked as failure if timed out when submit to EPA #1

Currently after 30 GetStatus attempts (~5 minutes) to EPA-WQX, if file is not fully processed by EPA, Open Waters sets sample to failed. Improvement would be to continue calling GetStatus perhaps at a slower interval.
