TTL pulse sequence generation from Open Ephys #1

These are the changes for the Open Ephys board for pulse generation previously specified here: https://github.com/open-ephys/plugin-GUI/pull/511

It looks like you are going to be specifying the Intan Recording Controller a little differently in these scheme. Is there currently a place to put those files?

Actually, the reason there are different, mostly duplicate evalboard interfaces for Open Ephys and the Rhythm controller is because of pretty minor differences in the bit files. I think a few quick changes would allow the same interface for the intan recording controller and Open Ephys. Do you want me to make those changes as part of this pull request?
