update this to adhere to IEC60601-1 #5

change this to use the basic design form the FMC card at https://github.com/open-ephys/next-gen-system/tree/master/FMC-board

use only IEC60601-1 certified parts, this way we're on the safe side for US and EU standards http://www.cui.com/catalog/resource/iec-60601-1-medical-design-standards.pdf
