adds PHP to the docs site
includes code snippets for "Simple API", "Flexible integration", and "Powerful extensions"
added to Server Technologies sidebar
includes links to all three providers
- flagd
- Split
- CloudBees

Does not include a blog post for the release, though I don't believe I have seen any other one done. Certainly something that could be drafted.
