chore: add yarn 2 support

This PR

• Adds support for Yarn 2
• Improves lint time by caching the results.

Notes

Yarn 2 no longer supports pre and post script hooks. Wireit can be used easily create dependencies between different scripts. This can be used to automatically update the submodules before serve is run. It can also be used in the future to optimizing the build process by caching at various stages.

How to test

Clone the repo, install the dependencies, and start Docusaurus.
