Postponed or declined OFEP should be merged with one of the following states: ( WITHDRAWN | REJECTED ). This makes it easy for people to understand why a decision was made and make reference to them in new OFEPs.

This works well, but it is a bit chatty. Let's see if there's a way to prevent merging without GitHub marking the action as failed. This would prevent an email from being sent to the OFEP author.
