[Proposal] Allow open-feature-operator to manage feature flags

I would like to propose a feature were open-feature-operator is capable of managing feature flags in supported vendor platforms, such as PostHog, LaunchDarkly and similar.

I think such a feature would at least need to support the following synchronisation functionality:

• Create new feature flag
• Remove/archive feature flag
• Update existing feature flag, such as default value or evaluation filters

The feature flags could be defined by a yet to be designed CRD for Kubernetes

Questions:

• How will the CRD schema for the feature flag definition look like?
• How should error conciliations work when a user made a change to a feature flag in the vendor platform and conflicts with the feature flag definition
