We need to start defining our goals for beta, now that the alpha spec has been officially released. The beta version of the spec should include necessary clarifications, new functionality, and enhancements. It should also take client-side feature flagging considerations into account. Breaking changes should be avoided when possible. If a breaking change is required, the migration process should be clearly communicated.

The following priority list is order based on the MoSCoW method. Feedback on the list and current priority would be appreciated. This list is meant to be a conversation starter.
