Update the readme to focus on the API/SDKs #15

Refactored the readme to focus on the spec design goals and remove references to the cloud native implementation. A separate repo will be created that focuses specifically on the cloud native implementation. The architecture diagrams will be moved there once the repo has been created.

@oleg-nenashev, I'm going to merge this for now in order to avoid further confusion on the focus of the spec. I'll create a separate repo dedicated to the cloud native implementation when I get a chance.
