Add visible helpers to the logic tab #3907

Omschrijving / Description

As a form builder i want a better overview of the logic rules, to help me creating better/more performant forms. I would like the logic tab to guide me in a way that let's me enable logic from a certain step and makes me conscious about these choices.

A way for me to get help with that would be if the logic tab showed the steps of a form and allowed me to set rules in these steps and indicate with colors and grouping. (the same mechanic the "Enable from step" work now) image

The logic rules are now bundled per step, which can be minimized or expanded. Rules that do not belong to a step are clearly marked as "always ON" steps. which should trigger the form builder to set the right step for a rule to trigger from.

Added value / Toegevoegde waarde

While making it easier to work with, also make form builder more conscious of their choices when building logic.

@LaurensBurger can you check this with Joeri and Demi when Joeri is back? They've gone through the logic page quite a bit already in the new design. Maybe the new design already :sparkles: all your problems :sparkles:
