Store file component registration IOT as catalog domein/RSIN + omschrijving #4531

Omschrijving / Description

It is currently stored as a URL but we should store it as catalog domein/RSIN + omschrijving. https://github.com/open-formulieren/open-forms/issues/4267 does it for the registration options so we should follow the same path.

This will require:

[ ] a management command to migrate existing components definitions
[ ] updating the formio-builder (this file)
[ ] updating the registration logic in the plugins, to not consider it as a URL anymore

Refinement: if we have to rework this, it's better to move the registration configuration to the "Variables > Component" tab, in the registration column so that we can configure this appropriately for each configured registration backend.

This also allows us to introduce this gradually without breaking changes, deprecating the configuration in the formio builder/registration tab.
