Repeating group: Disable new group when previous group is unsaved. #4800

As a submitter i struggle with repeating groups that contain a lot of questions and multiple repetitions. This causes me to open multiple new items and not save them all accordingly. This causes confusion when navigating to the next step.

When the repeating group would only allow me to fill in 1 group, and only allow me to add another if the previous group is saved i would be less confused about the process and less likely make mistakes or get frustrated filling in the form.

Estimate: We are not sure if this involves FormIO and how much FormIO, but we think 2 days of work.
