Following #168 and the discussion in #167, this PR adds the OBS_MODE column as mandatory in the observation index table. Similarly, the mandatory pointing columns are no longer just RA_PNT and DEC_PNT, but AZ_PNT and ALT_PNT when the observation mode is DRIFT.
