Rename "background info" section to "general" #50

This PR renames the "background info" section to "general". And for simplicity / consistency, the source/info folder to source/general.

This was one of the spec cleanup action items that were discussed and agreed at the Meudon meeting: https://github.com/open-gamma-ray-astro/2016-04_IACT_DL3_Meeting/blob/master/notes/raw_notes.pdf

I'll merge this straight away without discussion / review. But if you would prefer another name for this or have suggestions for other re-organisation, please comment here or make a new issue or pull request.
