Getting Started 中文文档以及其他适于分享的内容形式 #2

创建/完善现有的Getting Started的文档， 另外可以讲这些步骤录制成视频，用于分享/推广。

PS: 找一个合适的可以centralize文档的工具，如Gitbook，Github pages 或者 Sphinx using a theme provided by Read the Docs 等

Solution: 1.暂且选择了github+github Action+gitbook技术栈, 内容托管在github上https://github.com/open-horizon-china-sig/documentation 2.初始文档网址为https://open-horizon-china-sig.github.io/documentation/
