Create initial service based on Kamakura demo #4

Follow the pattern in https://github.com/open-horizon-services/service-fledge for all of the expected files and contents. The documentation is not covered by this issue, but instead should be completed afterwards in issue #3

@playground - This is the work I mentioned today as a good starting point for your Liquid Prep service to build on. This issue is a dependency.

If we ask nicely, maybe we can get @ajcasagrande to give us a quick overview.
