Simplify the image config file and document all defaults #1664

From @cgiroua Can we shrink the above config file/remove any already defined defaults that match the code? And, can we somewhere commit a 'config default' that lists all the defaults and details about what the config arguments are for? Something like this from the exchange: https://github.com/open-horizon/exchange-api/blob/master/src/main/resources/config.json#L47
