Create installation instructions for Agent on Windows Subsystem for Linux #138

Microsoft and Docker provide some support for Linux on Windows, but there are some complications and the resulting installation is a bit fragile. Please document the installation process so it is repeatable and adheres to best practices. Ideally it would only target Windows 10 and 11, which are the only versions that support WSL. Please create a standalone WSL install page, and link to it from the relevant Device Agent installation docs.

Based on the work by @demopans and @TheMosquito , I've refined the installation instructions and three of us have tested on Windows 10 and 11. Create a new PR incorporating all of the accumulated changes.
