Continue with message, if uid_map file creation fails #1980

When the uid_map file creation fails, openhpi returns with error. That causes make check failures during the RHEL package creation. Before 3.7.0, openhpi continued with warning. So Than Ngo says it is a regression. It is better for openhpi to continue with an error message. This is related to bug #1914
