The content is different between openhpi-3.8.0.tar.gz and git checkout 3.8.0( 55cf7b9) #2746

It seems in the tarball , we have already run the ./bootstrap script and generate come files - ltmain.sh , configure, etc.

Why not left it to the user to run it, since the source of ltmain.sh may vary.
