Allow setting default properties per site #4

Set a _data element (perhaps oi-viz as a top-level key) in a given scope to set default values for options

I'd like to be able to use this to set a common default colour for features in visualisations. I'm currently setting "#dfdfdf" in multiple places.

Does this duplicate #21, or rather does #21 specialise this for colours. If so, shall we close this one in favour of that?

Yes, #21 does specialise this for colours. We can close this and have separate issues for site-specific fonts and other config.
