Create Education page with initial visualisations #270

We have committed to delivering an Education dashboard as part of Phase 3. We still need to define what will be visualised on this page in a scoping sessionn with YFF at the beginning of January.

Andrea has provided some education data - I have uploaded this to the Sharepoint here

An initial mockup of the page could look similar to the NEET Factors page as the data is in a similar format - multiple data sources with a percentage value mapped by parliamentary constituency.

Other options could include constituency hexmaps with these data sources:

Other data sources will be confirmed with Anna Round in a scoping session on 9th January.

I've added a page with some initial visualisations of education attainment data provided by YFF - currently this is on the dev branch. We can discuss any additional data sources to include next week.
