Correct extract for QLFS #52

Feedback from YFF:

I think the values you put under the ‘age_16_to_24_not_in_education_employement_rate_sa’ column were extracted from the ‘All ages 16 to 24 (rates)’ column in the source file, as opposed the ‘All aged 16 to 24 not in full-time education (rates)’ column.

All aged 16 to 24 not in full-time education and All aged 16 to 24 not in full-time education (rates)
