Send on accept course is old #2981

When creating a new community on dev I noticed that the Addition and Subtraction course which is replicated is an older revision than the one on dev.

Community: 9-8db96a35ddf0fd6490539d1092a4e4c4 dev: 16-d21d9b5d42e1377bc549d632234ceb31

I'm not sure what is causing this, but the "Send on accept" items should replicate the latest versions from the nation.

Initial observation for the cause of this issue is conflict on couchdb. If we figure out way to resolve conflicts then this issue will be resolved. screen shot 2019-01-17 at 16 59 29
