Team: created datetime should be placed on blue header #4250

right now datetime only shows in Description page and at the bottom of description. It wont show if user switch to Show message section. it can be made similar to Submission header. Screenshot from 2019-07-09 07-07-37

Ok, I think this might look decent with the tabs instead of the button that toggles the view, too.
