enable Classification ownership and other governance features. #16279

Is your feature request related to a problem? Please describe. For Example - PII classification and its tags in our company will be owned by Compliance Data Stewards, however we can't assign them as owners.

Describe the solution you'd like Classification are treated more as Glossary terms: owners, reviewers, discussions, tasks, workflow, request to change definition and so on.

Describe alternatives you've considered none
