PowerPaint Windows MMCV Error #2099

What's the feature?

Anyone successfully ran PowerPaint on windows? I keep getting an MMCV error. I instalCV after but it says 2.1.0 is too new then 2.0.0 fails to build. I got past it another time but got some chardet errors and got past that but still more errors. Never was able to get it to run. Thanks for any help.

Any other context?
